日本人が韓国から奪った 「 チルタル・七奪 」 の続きです。
81） 『 国語を奪った 』 とは聞き捨てならない。
この話が李完用や伊藤博文の耳に届いたら、彼らは墓場の陰で激しく涙する事であろう。
そもそも日韓併合前の朝鮮人識字率は１割以下であり、ハングル文字は女文字や子供文字と呼ばれ両班たちから蔑まれていた。
支那の属国が５００数十年も続いたので漢文が公式文字とされていたからである。
82）日本から多額の資金が導入され、公立学校の建設が朝鮮全土で始まると、朝鮮の子供にハングル語を奨励したのは総監府だった。
日本語が話せないと不便だとの世論に押され、日本語教育も並行して実施された。
その際にハングル語教育を廃止した学校はあったが、殆どの場合が朝鮮人の校長が指示したものであるから、「 国語を奪った 」 とは片腹痛いです。
83） 『 姓氏を奪った 』 と言うのも穏やかではないが、総監府の第一目的は人間平等にあった筈です。
平和で安全な生活を奨励する上からも、新規に新しい家族の名前を創って、両班から民草と蔑まされていた人達にも、正しい戸籍を所持して欲しかったのだ。
姓氏を奪われたことが最も朝鮮人の心を傷つけたと喚くが、朝鮮名を廃止した訳ではないし、今では好き勝手に通名を悪用し、日本国内で殿様の様な生活を送っているのは、一体何処の国の人間だろう。
84）日本政府は日韓併合以前から現在に至るまで、如何なる民族をも強制的に改名させ、天皇陛下の民とした事実は一人も存在しない。
また、朝鮮民族を日本名に変えたからと云って、我々大和民族の皇民価値が上がる訳でもありません。
余りにも奇想天外な言い掛かりで議論の対象にならない。慰安婦と同様の全く酷い捏造だ。
85）誤解を招き兼ねないので本音を話したくないのですが、大和民族の皇室に対する尊厳を素直に語るならば、多種民族の血筋を受け継ぐ朝鮮民族に、改名までお願いし皇民になって頂く価値があるとは到底思えないのである。
伊藤博文公が大日本帝国軍隊を向こうに回して、朝鮮の処遇は保護国以上であっても、以下であってもならないと言い張り、併合に首を縦に振らなかった原因はここに存在する。
然し、現在の韓国・朝鮮人には、伊藤博文公の胸中は全く理解できないだろう。
また、日本の皇室は、一部族の侍大将が時の勢いで建国し、武力に任せ国王にのし上った血統ではない、と云う意味合いも解らないでありましょう。
86） 『 土地を奪った 』 と言うご意見には笑い出してしまいそうです。
土地とは一体何処を指しているのだろう。李氏朝鮮皇帝の所有地を云うのであれば、日韓併合と同時に国際法によって日本政府の管理地になりました。
農地改革を指すのであれば、朝鮮民族は余りにも朝鮮半島の歴史や地理に無知である。
87）土地・耕地の調査目的は、不正流用の洗い出しを行い、新しい租税対象の検地と地面図作成の為だった。
朝鮮人は、字の読めない多くの農民が、所有権を主張できず土地を失ったと主張しているが、日本の統治以前から両班や地主による略奪が横行していたらしく、調査段階の土地所有者名は農民ではなかったのです。
88）日韓併合以前の朝鮮は、野山を焼畑にする農民が殆どで、盗伐によって山林は禿げ山ばかりでした。
その上に灌漑設備のない自然任せの農作業だったので、気候の変動に左右され、生産物の売買だけはで生計が立ち行かなかった。
総督府は治山治水に力を注ぎ、植林事業を繰り返し禿山が緑を蓄える迄に回復させたのです。
89）朝鮮は古くから略奪農法だったため、品種改良や養蚕の様な副業は一切行われず、極めて生産性が低く常に食料不足に悩まされていた。
日本人農民の入植による近代的農法を取り入れる事で、農産物の生産が飛躍的に向上し、米作を始め野菜類や果実が豊富に収穫され、民の胃袋を十二分に潤したことであろう。
90）鉱山資源の種類が豊富だった事は確かであったが、本格的な開発も行われておらず、正確な埋蔵量は不明でした。
朝鮮半島に於ける地下資源の調査を初めて実施したのは総督府である。
発掘装置を整え本格的に調査を進めると、埋蔵量が特別多い訳ではなかったので、資源の供給は次第に満州へ重点が移行されてしまったのです。
朝鮮人が云うところの剥奪された七項目は以上であり、日本政府および朝鮮総督府の行政指導の真実であります。
やはり朝鮮人は私など足元にもおよばない素晴らしきシナリオ・ライターであった。
近い将来はイエスクリストも朝鮮半島が生誕の地になる事でしょう。心からアーメンです。

74）朝鮮王朝に関する主権に付いては何度も記した様に、李成桂が主家高句麗を裏切って李氏朝鮮王として君臨した。
自らも 「 李氏の国 」 と公言して憚らず、支那で明国が滅び清国が権力を手にすると、空かさず清国に準ずる道を選んだのです。
李氏朝鮮になってから５１８年間、唯の一度も主権など勝ち取った事はないでしょう。
75）準主権国家として国際舞台へ登場できたのは、日清戦争に勝利した日本が、朝鮮に対する宗主権を清国から奪い取ったに他ならない。
それまで英国のチャーチル大統領は朝鮮の存在すら知らなかったと、ハーグ密使事件の折に話しております。

第七章・朝鮮民族の愛国心 / Patriotism of the Korea race
62）朝鮮人の民族愛を語る時、最初の登場人物は金春秋ですね。
６６０年当時、産業・文化・芸術などあらゆる面で最高のレベルに達した百済と、アジアの強国である高句麗を、支那の唐と謀って滅ぼした挙句、広大な故国の領土を唐に献上し属国の地方長官に就任した。
これを朝鮮は 「 新羅統一 」 と今でも持て囃す。
63）二番目は、1391年に祖国の高句麗を敵国の清と語らい、当時の総理大臣および国王まで殺害し、宿敵の清国へ祖国を売った李成桂です。
高句麗は先祖伝来の領土を奪回し、自主独立を勝ち取って、民主体制の構築を始めた矢先の事でした。
李成桂は李氏朝鮮を打ち建て王となるが，重要な国事は明国の決済を仰ぐ隷属国家に変りはなかった。
それ以後朝鮮の自主独立は夢と消え、国民は泥を啜る様な家畜以下の生活を５１８年間も強いられたのであります。
64）次は1876年に 「 日朝修好条規 」 を結んだ高宗王の実父大院君でしょう。
前年に日本の軍艦雲揚号が朝鮮の江華島付近で砲撃されたが、日本はこれを理由に列強国方式で、朝鮮政府に鎖国政策を解く様に迫り条約を結んだ。
『 日本はこの条約で朝鮮への手がかりと大陸進出の第一歩を踏み出した 』 この事は大日本帝国の思惑が動き出したことを意味します。
65）１８８０年頃になると朝鮮各地で農民一揆が多発し、8４年の壬午事変では高宗王の父君が清国へ拉致される事件が起こった。
皇后一族の強い要請もあり、親日派政策から清国の事大政策へと方向転換を試みる。
開化派の狙いは、君主を頂点とする立憲君主制国家の樹立だった為に、今まで思い通りにならなかった高宗王も、この近代化政策の実行を了承したのです。
66）開化派の政変は、一旦は成功し臨時政府を樹立したが、皇后一族と清国の陰謀で挫折し改革派は悉く惨殺された。
1895年金弘集首相は、朝鮮近代化の必要を痛感し政治改革基本14条を発表する。
親露派および共産思想を抱く両班の主導する民衆が蜂起し、それにロシア公使館が全面的に加担した。
67）ロシア公使は、 「 日本政府が大院君と王位を奪おうとしている。王位を失ったら貴方の身はどうなるか解らない 」 と脅した。
高宗王はロシア公使館に逃げ込んだ後に、行商人たちを使って金弘集首相を撲殺してしまう。
それは事実上ロシアの傀儡政権誕生であり、日露戦争の始まりを予感させるに充分だった。
68）こうした中で1905年11月に結ばれた日韓協約は、朝鮮国の財務や外交案件などは日本政府と協議する事が義務付けてあった。
然し、高宗皇帝は協約条件を無視し、ロシアへ二度も密使を送ったことが露見した為、日本は韓国の財務と外交権を完全に掌握する方向に切り替え、朝鮮は外交権を日本に接収され事実上保護国になった。
69）高宗皇帝は日韓協約を承服せず、1907年6月にオランダのハーグ万国平和会議へ、日韓保護条約の不当性を訴え様と三人の密使を送ります。
彼らは平和会議への参加を試みるが、朝鮮は外交権を失っているという理由で受け入れられなかった。
すると彼らは、腹威勢にハーグの町で抗議集会を開き、得意のビラ撒きをして気勢を上げたとの事です。

朝鮮半島 / The Chosen peninsula （Ｂ）No.6
第六章・日本がやった悪い事 / Being bad that Japan did it
50）統監府は1909年に戸籍制度改革を断行し、前政権では人間の分類に入れなかった農民に姓名を許可したのです。
李氏朝鮮時代は、戸籍に身分の記載を義務付けましたが、これを排除した事で全ての国民が平等になり、誰もが胸を張って学校へ通える様になりました。
この身分解放には、反発する両班の激しい抵抗が繰り返された。
今まで奴隷として蔑んできた民草と同等の身分になる事は、自尊心もさることながら身の危険を覚悟しなければならない。それは如何に酷い弾圧を加えてきたかの証拠でもある。
然し、統監府は身分の平等は国造りの要だとして譲らず、武力行使を辞さずに不満分子を鎮圧したのです。
51）1910年（明治43年）8月29日に日韓併合が公布されると、日本政府は伊藤博文が理想とした韓国近代化計画に輪を掛けた様に、旧貴族階級および国民に悪事の限りを尽くしました。
前政権時代は、幹線道路と言えるものはソウルと北朝鮮の義州を結ぶ、宗主国の使者専用道路が一本だけだった。
52）その上に山々は禿げ上がっており河川の修復などは皆無で、これらの河川に架けられた橋は、殆ど腐って中程に大きな穴が空いている始末でした。
少し大雨が続くと洪水を誘発し人の往来は途絶えてしまう。誠に見事な未開の地である。
普通でもソウルと仁川の間３２キロを往復すには五日は必要だから、農産物の管理や物流などは全く絵空事に過ぎないのです。

何故ならば、牛馬車が往来できる幅の道路が無かった事と、人間より牛馬の餌代が数段に高かったの事が大きな原因でした。
その為に物資の運搬は、総て人間の背中が荷馬車となり、輸送手段の貴重な役目を担っていた訳です。
54）鉄道網は未開地を近代化する為には必要不可欠の要素であります。
鉄道に代表される交通網の発達は、人間社会における生活水準を表すバロメーターでもある。
然し、残念ながら日清戦争以前の李氏朝鮮には、財政運営や鉄道交通の基礎知識が全くなかったから、大日本帝国政府は総力を上げ交通網の整備に当つた事は言うまでもありません。
55）地味な話になりますが、日韓併合に寄って統監府から名称が総督府に変更となり、日本が最初に行った酷い悪事は土地改良と改革です。
所有者・価格・面積・地形などを調査し地面図を作成し、不正流用の隠れ田畑を洗い出し、新しい租税対象の検地を実施しました。
これには古くからの地主や両班から激しい抵抗があった。
56）この調査で２７２万町歩と推定されていた耕作面積が４８７万町歩も出て来たのである。
農地開拓で増えた田畑を差し引いても、納税されていない隠れた土地が大量に発見され、税金を払う気配は見せず既得権益だけを申し立てる地主が二万人以上も現れました。
総督府は農会組織を作り、小作人や田畑を持たない人達へ幽霊地を低価格で払い下げ、不公平性の解消に当たったのです。
57）この頃の朝鮮では、野山の草木を切り取って燃料に使っていたから、ソウル近郊にも森林は殆ど見当たらない。
雨が続けば保水能力がないので、韓江の水が溢れソウルまで脅かされる。
総督府は大東亜戦争が勃発する直前まで、禿山だった朝鮮半島の山々を豊かな森林に変える植林を余儀なくされ続けました。
58）これと並行し田畑の改良と開拓、河川の整備と農業用水の設置と云う様に、朝鮮の近代化に必要なありとあらゆる改善・改革・施工を厭わなかったのです。
頼みもしないのに資金まで工面して、憑かれた様に汗水垂らす日本人を、儒教の精神である空理空論が骨の髄まで染み込んでしまった両班たちには、さぞや滑稽に映った事であろう。
59）朝鮮で最初の水力発電事業は金剛山電気と云う会社であった。
当時日本国内の発電量は１０００Ｋｗに対し、朝鮮は一万Ｋｗ単位だったから想像を絶する。
これを手始めに1944年水豊水力発電所の竣工までに、十数箇所の発電所が建設され朝鮮全土へ電気を供給し、夜間での不便な生活も一挙に改善されました。
60）発電事業の飛躍的進歩により重化学工業の下地が完成すると、窒素主体の化学工場が建設され、副産物として肥料やセメントの製造が活発化します。
農業生産高は一挙に向上し、土木工事も数段の効率化が可能となった。
新たに生産された朝鮮製品を日本へ輸出する為には、新たな鉄道網と大規模の港湾施設建設工事が誘発され、朝鮮半島では至る処で近代化の波に身心が沸き返った事であろう。
ひと昔前には想像もつかなかった光景が全土で繰り広げられた筈です。
6１）これらの相乗効果は鉄道に関しても、１９００年にソウルと仁川３９キロの開通を皮切りに、併合後の２０年間で朝鮮半島の東西南北に鉄道レールが敷き詰められた。
この様に朝鮮の近代化は表面上順調すぎる程に推移されたが、それでも朝鮮民族の心や視線の先は、西の支那大陸であり北のロシアだったと思う。
その事はこの時代から現在に至るまでの、朝鮮民族が日本に対する自らの行為行動が、如実に物語っている様に思えてならないのである。
Chapter 6 / Being bad that Japanese did it

第四章・反省なき朝鮮民族 / The Korea race without the reflection
29）最初の朝鮮三国時代を壊したのは新羅の金春秋であった。
百済の繁栄を逆恨みし敵国唐と共謀の上これを滅ぼし、次に再び唐と密約を交わし高句麗を攻め滅ぼして、「 新羅統一 」 を果たした。
高句麗を攻める途中で金春秋が病死すると、新羅は九世紀まで王位継承戦争が続き、堪り兼ねた地方の豪族達が元の三国に分裂させたのです。
30）朝鮮半島は再び892年に後百済が建国し、901年には後高句麗も建国された。
これ以降を後三国時代と呼ぶが、後百済と後高句麗との領土紛争は絶えなかったのです。

第三章・併合の直前 / Just before merger
19）「日本は日韓併合により朝鮮を侵略した。朝鮮の領土や歴史を奪い、朝鮮人からハングル文字や氏名を奪い取った。この侵略行為を心から謝罪し賠償責任を負わなければならない。」
朝鮮人も学校の先生も政治家もメディアも、坊主がお経を唱える様に６０数年間も語り続け現在に至っております。
果たして本当にそうだったのだろうか。
20）ソウル市の独立公園内に、今でも迎恩門（げいおんもん）の柱が二本残っておりますが、これは中国皇帝の使者を迎える為の門であります。
朝鮮王はここで中国皇帝の家臣に跪き、額を地面に叩きつけ臣下の礼を示し、三跪九叩頭の礼（さんききゅうこうとうのれい）を行った。
朝鮮王は中国皇帝の家来よりも身分が低かったのです。
21）中国朝廷は、朝鮮の王妃や王太子の廃立も可能だったから、朝鮮王は高官を引き連れ迎恩門まで使節を出迎え、地面に跪き精一杯の敬意を表したのであろう。
そればかりか豪華な宴を連日催し、美女を侍らし芸を披露し接待に接待を重ねた事でありましょう。
何時の世も隷属になると言う事はそう云う事だ。
22)日清戦争で日本が勝利を納め、1895年の下関条約で清国の冊封体制が解かれ、朝鮮は５００数十年ぶりに自由の身となったのです。
当時の朝鮮は、不衛生極まりない状況の上に、禿山ばかりが目立ち、主要道路は田のあぜ道に毛の生えた程度のものでした。
貨幣鋳造権を許さていなかったから鋳造や印刷技術がなく、物の売買は物々交換が主流であった。
23）この様な状況下で１８９６年に大韓帝国が成立した。
独立を果たしはしたが、大韓帝国には国家を運営する能力が備わっていませんでした。
国土は荒廃し慢性的な食糧不足の状態が続いており、企業で言うと倒産寸前の状態にあったのです。
日本政府としても、日清・日露と戦争が続き財政面でも決して楽ではなかった筈だ。
24）また、日本は１９０７年の朝鮮による裏切り行為 （ ハーグ密使事件 ） 以降、「 朝鮮を自国領土に組み込み朝鮮人を皇民にする事は、皇国民の質を劣化させる 」 という意見が多く、現状の朝鮮と手を結ぶ事はかなりの覚悟が必要だったであろう。
植民地化などへ話が発展した場合、国家としての体裁を整える為には、莫大な資金の負担になる事が予想され、伊藤博文首相や財界人から良い返事は聞こえて来なかった。
25）そうした観点から伊藤博文は、朝鮮との併合は保護国化による一時的な統治で充分だと考えている節が強かった。
朝鮮が真の国力を付けるまでの間だけ保護国として管理運営するべきだ、と側近に漏らした事も伝えられております。
自分を襲ったのが朝鮮人だと知らされ、「 俺を撃ったりして、馬鹿な奴だ 」 と呟いた事が側近の日誌に記されているらしい。
26）反対に軍部出身者は、満州への膨張政策の為にも、併合は不可欠だとの意見が大勢を占めておりました。
そんな矢先に反対派の急先鋒である伊藤博文が、朝鮮人テロリストに暗殺されてしまったのである。
日韓併合の障害は取り除かれ、朝鮮側からの併合要請を阻むハードルは綺麗に払拭される結果となったのです。
