３９）ルーズベルトの側近にヘンリー財務長官と云う人物がいた。彼は大統領から、ドイツの同盟国日本を太平洋へ引きずり出せば、ドイツに参戦する大義名分が成り立つと、常日頃から聞かされていた。

そこへ登場したのが直属の部下であるハーリー・ホワイト財務次官補であったと言われております。

４０）提出された日本挑発案は、後にハル・ノートと呼ばれ、日本が真珠湾攻撃を決断する原因になったものである。

この計画書を一読したルーズベルト大統領は、周りの人間には目もくれず自ら卓上電話で、ハル国防長官を呼び出したと漏れ伝わっています。

日本を挑発するには充分過ぎたのであろう。

４１）ルーズベルト大統領から渡された書類を読み終わったハル国防長官は、これは日本へ喧嘩を売っている事だと苦虫を噛み潰した。

当時の日本は、アメリカ・イギリス・支那・オランダによる対日経済封鎖により、石油・ゴム・といった資源が供給停止されていた為に南方進出へ国運を掛けていた。

４２）然し、当時の東南アジア諸国は殆ど欧米の植民地であった。その国々を独立させ対等貿易を行えば日本に活き残る道はある。

その為にアジアから欧米の植民地支配を排除したいが開戦に踏み切る国力は無い。そんな状況下で日本は日米開戦を回避すべくぎりぎりの条件を提示し日米交渉の妥結を謀っていた。

４３）ハーリー・ホワイトの協定案は１０ケ条からなる降伏受諾書に等しいものだった。

日本が日露戦争以降３０数年をかけて築いた東アジアでの権益と領土、軍事同盟の全てを直ちに放棄することを求めてあった。

国防長官の名を付けたこのハル・ノートは、太平洋戦争開戦に置ける両国の大義名分の役目を充分果たしたと言える。

この様な経過を辿り太平洋戦争開戦となった。

４２）Southeastern Asian most were European and American colonies in those days.
I let the countries become independent, and there is the equal way which it gives life, and is left in Japan if I trade.
Therefore I want to remove European and American colonial rule from Asia, but there is not the strength of a nation to decide the outbreak of war.
Japan showed a last-minute condition under such situation in order to evade the Japan-U.S. outbreak of war and planned the agreement of Japan-U.S. negotiations.

４３）The contents of the agreement were equal to the surrender acceptance book consisting of ten items.
I demanded that I abandoned rights and interests in the East Asia that Japan took 30 several years after Russo-Japanese War and got and territory, all of military alliances promptly.
It may be said that this Hull notebook which the Secretary of Defense named served as the duty of the just cause of the two countries to be able to put in the Pacific War outbreak of war enough.
I followed such a progress and became the Pacific War outbreak of war.
