文民統制 / Civilian control

６８）文民統制とは、国政選挙によって国民から選ばれた政治家が、軍隊を管理監督する事です。

シビリアンとは選挙で選ばれた政治家であり、コントロールとは、軍隊を管理すること。

つまり選挙で選んだ政治家を通し、国民が軍隊をコントロールすることで、総ての責任が国民にあると云う意味です。

 

６９）文民統制とは、民主主義国家では政治が軍事に対して優先権を持ち、最終的に主権者である国民が、軍事に対する最終的判断・決定権を持つ。

これを民主主義の基本原則と定めています。

一般的に軍事に関する最高指揮官は首相（ 大統領 ）とされ、文民統制の主体は国会であり国民である。

 

７０）民主主義国家で戦争や平和の問題は、国民の生命・財産・自由に直結する重要な案件である。

だから主権者である国民が選出した政治家を通じ、軍事行使を判断決定する必要性を強く謳ってある。

然し、軍人は暴走するという誤った歴史的固定観念で、我が国は文民統制という言葉が拡大宣伝され過ぎてしまった。

 

７１）軍人は戦が商売だから直ぐに戦争をやりたがる。

それを押さえる為に理性をコントロールする必要があると言いたいのだろう。

とんでもない間違いだ。我が国では軍事力を「悪の権現」の様に罵る人達が存在する。

他国では国民の財産との認識が普通であり、軍が暴走するなどとは微塵も思はない。

７２）今回の東日本大震災を思い出せば説明は不要であろうし、中国・韓国・ロシアの領海侵犯を誰が防御しているか考えれば解る筈だ。

それにも拘わらず未だに国政を預かる多くの政治家までが、自衛隊は厄介なお荷物だから早急に消してしまおうと、毎年軍事防衛費を削りに削っているのが現状です。

こんな無法が罷り通ってしまうのだから、喧嘩はどんなに汚い手段を講じても勝たなければならない。

増してや国の行く末を占う戦争などは尚更のことである。

６５〕同時期にナチス・ドイツの戦犯を裁いたニュルンベルク裁判は、連合国の管轄下で開廷されたが、東京裁判はマッカーサー司令官が布告する極東国際軍事裁判所条例に基づいて行われた。

この条例は戦時国際法に基づいておらず、連合国側の戦争犯罪に関しては全く触れられない不平等なものでした。

６６〕この裁判に置いて連合国が犯した最大の罪は、事後法（平和に対する罪）を用いて裁いた事であり、原爆投下行為に対し何ら公式見解を示さず、握り潰したことでありましょう。

空から都市を爆撃する事は非戦闘要員である一般人を殺害する事、これは国際法で禁じられている虐殺に他なりません。

６７〕即時停戦目的だと詭弁を使うならば、３月１０日の東京空爆で日本に戦闘能力がない事を連合軍は熟知していた筈だ。

広島と長崎への原爆投下は、核兵器の計画的人体実験による大虐殺としか言いようがない。

この事から生ずる良心の呵責が、支那を巻き込んだ南京大虐殺の捏造へと繋がっている。

６１〕東南アジア・マリアナ諸島・太平洋諸島で降伏し、広島や長崎に原爆を落とされた日本軍に取って、ソ連との戦場である満州国・樺太南部・朝鮮半島・千島列島は過酷なものだったであろう。

何処の戦場も現有勢力でしか戦えない日本軍は、原爆投下に続きソ連軍によって最後のとどめを刺された結果になった。

５４〕東京は終戦までに106回の空爆を受け、特に激しかった45年3月10日の空襲で、現在の２３区は焼け野原となってしまった。

日本国内の目ぼしい都市の殆どが空襲を受けて壊滅的な状況だった。

沖縄が陥落した時点の日本には、連合国軍を相手に戦う戦力は使い果たしてしまい全く存在しなかった。

５５〕その矢先の４５年８月６日午前8時15分、広島市の上空を人類誰もが見た事のないキノコ雲が覆ったのです。

これが実戦で使われた世界最初の核兵器であり、この一発の原子爆弾により広島市民３４万人のうち、約14万人があっと言う間に命を奪われてしまった。

悪夢としか言いようがない。

５６〕その三日後の４５年８月９日午前１１時０２分、再びアメリカ軍は長崎市に原子爆弾を投下した。


この実戦で使用された二発目の原爆によって、長崎市民２４万人のうち、１４万９千人が死亡し建物は約３６％が廃墟になってしまった。


広島の原爆はウラン爆弾だが、長崎に投下されたものはプルトニウム爆弾で広島より強力なものです。


米国は二種類の爆弾を使って人体実験を行ったのである。どんなに上手い言い訳をしても戦争ではなく大虐殺だった。

５０〕然し、出だしが好調すぎた戦況も４２年６月４日から６日にかけてのミッドウェー海戦で、主力正規空母の赤城・加賀・蒼龍・飛龍の四隻を一挙に失ってしまった。

翌年の４月１８日には連合艦隊司令長官・山本五十六大将が米国のＰ３８戦闘機の攻撃を受けて戦死した。

この辺りから日本軍に暗雲が立ち込めたのです。先ずは食料不足が兵隊を悩ませた。

５１〕その内に各戦地ではあらゆる物資が不足し、銃弾も侭ならない中で４４年７月にはサイパン島が落とされ続いてグアム島も陥落した。

４５年３月２６日に硫黄島で栗林中将隊が２００名の兵士と共に玉砕すると、首都東京は丸裸同然となった。

連合軍はそうした事を見越したかの様に、沖縄本島への攻撃を開始したのです。

５２〕沖縄の攻防は非戦闘員を巻き込み壮絶な戦いだった。

45年3月26日から沖縄各地が戦場となり、数十万人の犠牲を出しながら戦いは6月20日まで続き、組織的な戦いが終了したと云うより、日本軍の名だたる指揮官たちが自決して果てた。

命令系統が壊滅した事により終了したと考えた方が正しいのかも知れない。
